Software is the strange exception. The people who design, cost and build the system are frequently the only experts the buyer ever speaks to.

That imbalance is where projects go wrong: scope shaped by a vendor’s capacity, prices no one can benchmark, progress reported by the party being paid for it. None of it requires bad intent — only the absence of anyone independent in the room.
